Eden Housing’s First Modular Development Serves Extremely Low-Income Households

Residents who were experiencing homelessness or at risk have access to on-site services and case management.

Built in partnership with James E. Roberts-Obayashi Corp. and a local modular manufacturer, Factory_OS, Blue Oak Landing is Eden Housing’s first modular affordable housing development. The two four-story buildings in Vallejo, California, offer 74 energy-efficient homes, ranging from studios to one- and two-bedroom units.

With overwhelming local support, the city donated the land and provided early funding to the project. Andrea Osgood, Eden Housing chief of real estate development and executive vice president, says, “The city of Vallejo had a vision. Blue Oak Landing is a great example of all the pieces coming together in a public-private partnership.”

Developed for households earning between 20% and 40% of the area median income who were experiencing homelessness or who were at risk of experiencing homelessness, the community’s Housing First approach provides on-site resident services and case management provided by Solano County’s Health and Social Services and Behavioral Health as well as Caminar, a social service provider who also operates Resource Connect Solano, Solano County’s coordinated entry system.

The $51.9 million development’s unique sawtooth façade features perforated weathering-steel panels created by local shop BOK Modern. An open-air bridge connects the two pet-friendly buildings, and all corridors are open air. Inside, art from local artists, including custom-designed pieces, are showcased.

Amenities for Blue Oak Landing include key fob security; a computer learning center; a library; laundry facilities; a playground; a dog run; an outdoor courtyard; and a community room with a fully equipped kitchen. With sustainability in mind, the project includes rooftop solar panels, drought-resistant landscaping, large windows, all-electric design, heat pump heating and cooling, efficient water fixtures, trash and recycle chutes, and Energy Star appliances and light fixtures.
