Developer Addresses Need for Workforce Housing in Pennsylvania’s Lebanon County

Beach Run Apartments is the first new construction affordable housing project for families in the county in nearly two decades.

With the development of several distribution warehouses and poultry processing facilities, Fredericksburg, Pennsylvania, a small rural township in the central part of the state, was seeing substantial economic development. While a boon for the community, it added pressure on all types of available housing, but especially affordable stock.

“This created a great amount of jobs but no housing that supported that workforce,” says Matthew Padron, senior development officer at HDC MidAtlantic. “We saw a critical need there and found a centrally located site.”

HDC MidAtlantic is building the first new construction affordable housing for families in Lebanon County in nearly two decades. Close to jobs, schools, and recreation, Beach Run Apartments will provide 51 one-, two-, and three-bedroom units for households with a mix of incomes; six units are for residents at 20% of the area median income (AMI), 20 units are at 50% of the AMI, 20 units are at 60% of the AMI, and five units are at 80% of the AMI.

Each building features a townhome over flats design, with one building providing a community room, offices, a laundry facility, and a kitchen. In addition, the development includes a walking trail and balconies or patios for all residents.

Residents started to move into the $14.6 million development in June, with full occupancy expected by the end of September.

Beach Run Apartments will have on-site services to help connect residents to resources beyond housing.

“I think it will allow people to better become part of the fabric of the community where they work but couldn’t live,” adds Padron. “Beach Run Apartments will provide a better quality of life for residents and help support the vibrant turn the community has taken over the past decade.”
